Founded to create brighter futures, our vision is to cultivate a society where every young person is equipped with the tools and resources to succeed, regardless of their background or circumstances- cultivating a generation of resilient leaders who inspire hope and advocate for social justice.

Welcome to the Second Chance Youth Empowerment Project!
Founded in 1999, the Second Chance Foundation is dedicated to empowering underserved youth by providing them with the education, resources, and support they need to thrive. We believe that every young person deserves the opportunity to realize their full potential, regardless of their background or circumstances. Our vision centers on creating brighter futures through a variety of programs focused on mentorship, skill development, and community service.
Our founder, Mr. Emmanuel Randolph Wheagar, overcame significant challenges after coming from a third-world country. He beat the odds by fostering relationships and building a supportive community. His dream is to extend the same opportunities he received to underserved youth, instilling in them the confidence and hope for a brighter future.
Through our dedicated efforts, we aim to inspire resilience and foster hope among the young people we serve. Our core values— guide our commitment to making a positive impact in their lives. We collaborate with local organizations, schools, and volunteers to build a nurturing network that cultivates talent and ambition.
